FCC's Powell is "concerned" about radio concentration

Well, here's a pleasant surprise: 

FCC Chairman Michael Powell said in Senate
testimony on Tuesday that he's "concerned about the concentration [of
ownership], particularly in radio...."  and that the Commission will
probably not radically loosen the rules on broadcast station ownership
when it reviews the issue this year.

I wonder whether this is a change in thinking for Mr. Powell.
