As I remember it, Mr. Powell practiced communications
law at a large D.C. firm before getting the FCC
position.  As I remember it, he was well respected
before getting the job by people in both parties and
thought to be well qualified for the job.

As for cable mergers -- the local service is a
monopoly to begin with!  Why does it matter if 5 big
companies own most cable systems or four?
