Actually, according to an informative and pleasant e-mail I got today 
from one of the higher-ups at co-owned WWMJ They DO use a T1 line from
Verizon to get from the Brewer downlink to the Ellsworth studio, then it
goes via a 15KHZ line out to the Surry Transmitter site. 
The noise problems lie in the line between Ellsworth studio and the
transmitter, and Verizon has been trying  to find/remedy/fix the
problem.
