Perhaps we are missing a major point here.  The conglomerates are trying to elimminate as many live announcing jobs as possible now, so that when the current ones die off or retire, audiences will not expect live announcers.  And there will be no need for more than a couple of voice trackers in the whole country.  By then, voice synthesis should be advanced enough to allow a script writer to create announcements at his/her keyboard, choose a voice & "style" and BAM it's voice tracked.  Record companies can provide canned intro's for their music (kinda like the audio version of a video) and news distribution (if needed at all) will be voice scripts that can be computer-adjusted to seem local.
