This is the scenario that every police department will fear:  They don't 
go to Amber Alert right away, and the child is later found murdered.  The 
circumstances make it look as though if they had gone right away to Amber 
Alert, the child might have been found alive.  The press starts asking 
embarrasing questions.  Fear of that scenario, I think, will outweigh 
their reluctance to ask for help.
