While not a comm lawyer or an FCC specialist.

-)  Irresponsible behavior on the part of a broadcaster.

-)  Using a broadcast facility to incite recklessness.

-)  condoning or encouraging unlawful behavior

-)  questioning wether the licensee is "fit" to be a licenseholder...

...just my $.02...unless of course 'NEW wants to wrap itself in journalistic
clauses...and espouse freedom of the press.
