The All Channels Act does not apply to radio.  There has never been
any requirement, other than a market requirement, for radios to tune
both bands.  Thus, today you can buy FM-only tuners, and twenty years
ago, AM-only tuners were still common.  The only requirement, AFAIK,
is that tuners be capable of tuning the entire band.
