My understanding is that it's a case of many users wanting RF spectrum, and 
analog tv taking up a huge chunk of it.  By reallocating tv to a smaller 
spectrum, it frees up frequencies that can be auctioned off for all the new 
handy-dandy wireless devices consumers DO want.  I personally think that 
DTV (and digital radio too, for that matter) will be a huge flop, largely 
because, as you said most people are satisfied with present receivers.

The gov't does seem intent on shoving this down our throats, though.
