I think that many people in non-union shops probably would like to
organize but are afraid of losing their jobs if the boss finds out.  Most
of the people I have spoken with in the past have no idea that once the
union sends the letter of representation to the boss that is signed by
employees that want to be represented,  that they are protected by
federal law and most companies are very reluctant to mess with an
employee in that manner.  What I have found companies generally  try to
do is to work individual deals with enough of the staff so that the
support for the union is erroded at least long enough for the union to
withdraw or for the company to try to win the vote in an election set up
by the NLRB.   I have seen this approach by a company work the first
time, but not the second time.
