Yup, though it was *Edward* Fredkin:  "Did The Universe Just Happen" by
Robert Wright, April 1988, pp. 29-44.
His site even put it on-line:

While I had been contemplating the concept for a while, it was
probably that very article that *really* got me thinking about it!  P=)

As for his relationship to WNEV (desperately trying to strengthen
a very weak radio-TV connection to this post P=), the article just
says "In the early 1980s, while he was serving briefly as the
president of Boston's CBS-TV affiliate".
