21 kW at 323m AAT is substantially more than the
equivalent of 50 kW at 150m (grandfathered for many
Class Bs to 50 kW at 500', AKA 152.4m). A rough rule of
thumb for calculating the ERP at the class-maximum HAAT
is to multiply the ERP by the square of the ratio of the
HAAT to the class-maximum HAAT. Squaring 323/150, yields
4.637. 4.637*21=97.4 kW. Thus, WGBH-FM is apparently
being grandfathered to its current ERP at 150m. That's
essentially twice the maximum power for Class Bs. That
would make the station what?--A C1? The current HAAT is
around 650', so the move will, in effect, cut the
station's power by about half, making it effectively
about twice as powerful as the market's most powerful
commercial FMs but only about half as powerful as it
used to be.
