Because WGBH is raising it's HAAT from 198m to 323m, and they're moving 
location a good distance north and west, they're only going to run 21KW, 
down from their 97KW. 

Not unusual - 97KW was a grandfathered amount of power anyway for this
license class - any major modification would have required conformity to
current limits. In this case, since they're currently licensed as a class
B, they couldn't remain above 50KW with this significant change in
facilities.
