Well then if the maximum for a class B station is 50kw, how they broadcast
with 98kw?

No, WGBH is a class B station.  There are no class C stations in
Massachusetts.  (There are some in Maine, New Hampshire, and Vermont,
including WBLM, WHOM, and WVPS.)
