Stations are only required to sell time to federal candidates, but the
lowest unit rate rules apply to all candidates, if a station chooses to sell
time to non-federal candidate.

When I was buying time for a PAC last fall that was supporting candidates,
but not affiliated with any candidate, I was amazed at how many stations
gave us the lowest unit rate, even though I made it clear who I was buying
the time for.  It seems that even some station operators do not understand
the rules.
