Isn't a translator a secondary service like an LPTV station? If so

whatever radio is within their rights and the FCC seemed to agree with
them.
It is an interesting angle that I hadnt thought of before.

I suspect there's more to the story.  I wonder how much lead time NPR
received that their translators would go dark, public notice, etc.
I'm sure it's legit.  Interesting MSNBC spin degree towards NPR
affiliate, however.
