Software has nothing to do with it.  If you have blocking set, the
phone company will not deliver CNID to the person you call.

On the other hand, if you call a toll-free number (in the 800, 888,
877, or 866 SAC) the recipient has the right to receive ANI
information which does not depend on the caller's blocking state.
Toll-free users have the option of receiving this information in real
time.
