Biddeford, Maine withholding approval of Time Warner/AOL franchise transfer

In essence, the city says TW hasn't fulfilled its obligations with regard to
making a second public access channel available and making certain related
franchise fee payments.  The disputed payments would be passed on to TW
customers in the form of a surcharge.  For its part, TW says Biddeford's
approval isn't needed to transfer the franchise to TW/AOL.
