License to cover is short for license to cover a construction permit. The
FCC grants a license to cover when it considers the construction of a new
station or modification of an existing station to be complete. Of course,
the permittee must first submit all necessary proofs of performance and
tender an application for a license to cover. Then the FCC must accept the
application for tender. Usually, a statutory waiting and comment period
follows. Finally, after the waiting period has elapsed, the FCC can act, but
may actually hold hearings depending on the comments received. There's many
a slip between the grant of a CP and a license to cover.
