It seems to me that the reason they need to put a TX on 91.7 in the 
Stow area to begin with is that this is probably an area where the 
91.9 signals in Quincy and Worcester interfere with each other. 
Might a better solution be to switch Worcester to a different 
frequency altogether, if one is available?
