        I'm not good on the specifics. But, it's my understanding that
Congress enacted a law a few years ago that regulates/limits the extent to
which and the circumstances under which local government agencies may
refuse to permit construction of cell phone antennas. I'm not sure if it
covers state government action. Essentially, the local governments cannot
be unreasonable, which amounts to they cannot prohibit them outright
through such mechanisms as zoning laws. They cannot put such severe
(unreasonable) conditions on them that it amounts to prohibiting them. I
guess they can, however, require that they be disguised as really
lame-looking fake trees <g>.
