WEEI-850's ground system is actually ABOVE ground, or at least most of it is. 
 Supposedly it's 7 or 8 feet above.  At least, that's what I was told by its 
C.E. years ago,  when I was at the tower site.  Too bad I wasn't curious 
enough at the time to walk out there (and fry) to see for myself.
