Because the AM band in Quebec City is all but dead -- the only station
remaining on AM is CHRC 800.  That's also the only station in Quebec
which cannot, under current CRTC rules, apply to move to FM.  (That's
because the licensee, Radio-Media, already owns two FM stations, CHIK
98.9 and CITF 107.5.  While CHIK is currently licensed English, I
wouldn't be surprised to see them apply to change it back to French
now that Canada has single-language duopoly.  The last two commercial
AMs killed in Quebec City belonged to Radio-Media's antecedents; CJRP
1060 was the Radio-mutuel station, and CKCV 1280 was Telemedia.)

There is also a never-built class-B 870 (10 kW, DA-N) in Quebec.
Unfortunately, the Canadian database I'm looking at does not indicate
when this idea was abandoned.
