The test you heard HAD to carry a voice message because it is a Required
Monthly Test; the FCC requires a voice transmission. Most tests you will
hear are Required Weekly Tests, originated not by the state but by a
local station. The FCC does NOT mandate a voice transmission with them
so you can blame Uncle Sam for that one.
