Small places like barber shops, small restaurants, if using just a plain
2-speaker home-style radio is exempted under  "Home-style exclusion".
HOWEVER, the gangsters try to sign em up anyway, hoping that the business
owner doesn't know how to say those 3 words.  When they do, the gangster backs
off.
