The two large stacks on the powerplant near my house (the five-stack
building on Salem Sound) have had strobe lights from the moment they were
constructed; the oldest of the stacks was built in the early-70's. So
it's an older FAA rule, I suspect.
I don't think the WESX stick in Marblehead has strobes, not that I've seen
across the water from Derby Wharf last time I was on the ferry.
