I've noticed this too.  Many of the songs that Kiss 108 plays, for example,
are not on the Billboard charts anywhere, even though the songs are in a
hot rotation.  Kiss gets good ratings, so they must be doing something
right, but it has puzzled me how a number of the hottest songs on AC and
Top-40 stations these days somehow don't show up on Billboard's Hot 100
like they used to.  

Btw, when I said my clients use the Billboard charts, that does not mean
they ignore everything else-- there are, as Mike mentioned, several very
credible tip sheets and trade publications (I've read Gavin for years, and
the same for Album Network and Hitmakers, although with tip sheets, one has
to factor in record company hype!).  The more information, the better, as
far as I am concerned...
