FCC laws say that a daytime station must be on the air 2/3 of the time its
allowed to be on the air. Sundays are excepted when a station doesn't have to
broadcast at all. In the case of 24-hour stations, they must broadcast 2/3 of
the time between 6 AM & 6 PM AND 2/3 of the time from 6 PM to 12 Midnight.
So therefore a 24-hour-licensed station COULD broadcast from 10 AM to 10 PM
only Mon thru Sat, and still be legal.
