I believe his e-mail gets bounced because he's e-mailing from his local
library (Miltom MA?)
The library he uses apparently allows outgoing e-mail. I would guess it to
be prohibitive to allow incoming e-mails to the library for non-employees.

In my town (Derry NH), which just went 'net oin January 1998, they don't
allow either incoming or outgoing e-mail. (I asked).
