a legal question...

In todays (4/15) Wall St Journal,page c24,there was an article on the
courtcase Missouri Lutheran Synod vs. FCC, and the article reported that
the apellate court had OVERTURNED EEO! My question is this...will the
FCC suspend enforcement of the EEO rules pending an appeal (which you
can bank on), will the decision apply only to the appellate district
that made the ruling, or will it be business as usual until/if the US
Supreme court hears the case? Can anyone (read:attorney) cite this case
so I can read it?  Just for the record,I'm NOT taking a position on the
EEO rules,just very curious. Thanks!
