WNNW at sunrise (Was WNNW/WCCM update)

        It appears that WNNW (a Class D station) may operate with PSRA
beginning at 6 a.m. when that is before its local sunrise. The rule says 6
a.m. or sunrise at the nearest Class A station east of the Class D station,
whichever is later. As I read it, that means 6 a.m. for WNNW, because there
is no Class A station to its east. The rules do not say that Class D
stations east of the dominant station do not qualify for PSRA in the way
that there is a statement saying no PSSA for Class D stations west of the
dominant station.
