It may be just five watts, but from the top of Pack Monadnock (some
700 m AMSL and 500+ m AAT), it gets out.  The thing is also
directional; I /thought/ it was licensed to be directional to the
south, but that doesn't mean that Dodge hasn't made more illegal
modifications....
