These stations, IMO, are investments rather than broadcasters. The
idiotic "must-carry" rule makes no distinction based on programming, so
cable systems are forced to clear space for any new over-the-air
broadcaster that moves into their service area. Once the owners of the
junk-programming station can show they're on enough systems, they sell
the station. Since they employ practically no one and have invested only
in hardware, they can sell the stations for many times the startup cost.

Of course, Paxson is making noise about becoming a seventh network.
We'll see...
