WEGQ,Sean Mooney, FCC rules on dark stations

A slight format change has taken place at Eagle 93.7 WEGQ. As of Friday
At 4PM they now play the greatest hits of 80's as well as the 70's
Sean Mooney the new channel 4 5 o clock anchor. Was he the one who
did Commontery in the World Wrestling Federation a few years back?
Concerning the FCC rules on dark stations, don't the rules say if you go 
dark let's say today you have to be back on the air a year from the day 
in which you went dark?
