For one, the NAB doesn't want it.

Not quite true.  The Japanese FM band -- used only in Japan -- does go
down that low, but it doesn't go all the way to 108 MHz, so there are
a lot of radio chips out there with just a binary strapping option,
76-90 or 88-108.
