Nice rule it is too bad they don't enforce it. Radio Goldfield in  Nevada 
was granted a license and he was a pirate. The FCC was ordered to issue  him 
a license by Harry Reid. The rules have changed and I am waiting for a group 
 to take the FCC to court on this.
