Roger is correct, of course.  There is only one reason that any  station 
changes format.  Poor ratings.
 
It's a simple formula:  Great ratings=big revenue=nice  facilities+impressive 
marketing resources+good salaries=great people who stick  around.   Low 
ratings=poor billing=not making budget=no  marketing=personnel cuts=low 
morale=watch out for the next hot  format coming down the road.
